The Program Manager of Public Safety and Emergency Management provides leadership and management in program(s) which are a part of Hartford HealthCare’s comprehensive, integrated and optimized Public Safety and Emergency Management program.  The Program Manager to possess skills, knowledge and subject matter expertise in Public Safety and/or Emergency Management with the Program Manager focusing their efforts on a select number of core initiatives that may include: program management, 24/7 operations and response structure, emergency plans, emergency notification, physical security, education, training, emergency exercises, workplace violence prevention, and other enhanced protection programs.

Responsibilities include but, are not limited to the following:

  • Provides investigative services, operational support, a response structure and leadership to HHC and HHC entities before, during and after security events and emergencies.
  • Ensure the protection of HHC assets and simultaneously balances and ensure a consumer driven focus related to the HHC community including: patients, colleagues, clinicians, physicians and the community.
  • Provide project management and support for identified programs, workgroups, committees and annual initiatives.
  • Coordinate, participate, mentor and lead HHC organizations to engage in leveraging industry standards, annual functional goals, and regulatory requirements for Public Safety and Emergency Management processes
  • Support all aspects of Public Safety and Emergency Management and ensures uniformity of practice and response across all HHC organizations.
  • Collaborate, develop, post and share plans, policies and procedures for program management or response.
  • Performs continual assessment and reporting related to new or improved Public Safety or Emergency Management innovations or technology and provides recommendations and implements smart practices.
  • Provides operational support and leadership for protection, preparedness, response and resiliency activities. These may include: program management, integration, 24/7 operations and response structure, emergency plans, emergency notification, physical security, education, training, emergency exercises, workplace violence prevention, threat management, investigations, and other enhanced protection programs.
  • Develops and sustains internal and external relationships that may include local, state, federal and other public and private partners.



  • Bachelor’s Degree in public administration, healthcare administration, public health, business administration, program management, leadership, fire sciences, criminal justice, paramedicine, government, non-profit management or related fields


  • 2-5 years of general Public Safety, Security or Emergency Management experience required
  • Demonstrated knowledge and experience preventing and responding to emergencies  

Key Knowledge, Skills and Ability Requirements:

  • Demonstrated knowledge of the principles and practice of healthcare, emergency management, safety, security, and public safety.
  • Demonstrated ability to provide leadership, grow engagement, manage multiple relationships, and influence organizations, leaders, and staff.
  • Excellent verbal and written communication skills including the ability to prepare and present material, documents and instill confidence in the content that is being provided.
  • Proven ability to identify opportunity areas, create solutions and implement standard work across a large organization.
  • Capability to independently analyze and solve a variety of difficult situations, problem events, emergencies.
  • Strong skills in Microsoft Office, general technology and electronic tools and resources.
  • Knowledge of regulations or laws such as CMS, Joint Commission, OSHA, NFPA, CT Penal Code, among others. 
  • Knowledge of safety programs and security-related systems, emergency preparedness functions, standards and vulnerabilities.
  • Ability to work flexible hours including evenings and weekends during an emergency or disaster.
  • Must be willing to travel to all Hartford HealthCare locations.
