The Quality Management department is responsible for quality and safety performance including all required regulatory and public measures reporting (CMS), balanced score care initiatives, HAI prevention across the health system. This department provides oversight and governance for the Quality Assessment and Performance Improvement mandates for CMS- CoPS, and Joint Commission. Additionally, the team provides subject matter expertise in quality and data analytics, improvement, regulatory readiness (measures, dashboard and analysis); Supports councils and clinical care redesign initiatives.


Job Summary:

The Quality Program Manager operates with a strong focus on oversight of regulatory matters (DPH, CMS, DCF, Joint Commission).  Acting as an internal subject matter expert for regulations which guide behavioral healthcare within all levels of care. The Quality Program Manager is responsible for full facilitation of the regulatory process - readiness, onsite review, correction action planning, monitoring, and performance improvement.  This position oversees certain organizational functions which have a direct impact on regulatory compliance, including but not limited to external reporting, policy management, and auditing processes.

The Quality Program Manager has direct oversight for Hartford Healthcare's two standalone Behavioral Health entities - Rushford Center and Natchaug Hospital, but will act as a system regulatory expert for the entire Behavioral Health Network.  Responsibilities include but, are not limited to the following:

  • Provide coordination and direction for accreditation and regulatory readiness activities, involving key stakeholders throughout the East Region in order to maintain an environment that is receptive to the provision of high quality/safe care.
  • Identifies trends in order to manage or direct process improvement opportunities related to the provision of high quality care for patients.
  • Assist the Regional Director of Quality & Safety with the planning and implementation of Performance Improvement (PI) in order to meet key metrics, including but not limited to yearly balance scorecard metrics.
  • Act as a resource person to the administrative team, department managers, medical staff and employees related to regulatory matters.
  • Support the organization’s goal towards an improved patient experience
  • Actively participate in survey preparation and promote compliance with State, Federal, TJC, and other accrediting agency regulations, standards and survey process.
  • Facilitates individual department’s efforts and initiatives (System, Regional, and/or Hospital specific) to improve systems and process within the organization.
  • Work closely with the Medical Staff Office and Medical Staff Leaders to ensure consistent implementation and adherence to safe practice.
  • Aggregates and assists with the analysis of internal and external data, including publicly reported data.
  • Collaborate with other departments including Risk as appropriate to ensure seamless approach to patient quality & safety and risk reduction.
  • Educate staff on the safety implications of regulatory issues.

Qualifications

Education:
Bachelors of Science Degree

Experience:
Minimum of 5 years clinical experience Quality Improvement experience
Registered Nurse preferred, other clinical healthcare professionals considered.

Licensure, Certification, Registration:

RN with CT License or relevant healthcare profession license as applicable
