Department Description:


The Facility Planning office is a department of Hartford HealthCare (HHC) that manages capital improvement projects throughout the entity (HHC), from project initiative inception through project activation. This includes management of the project program, budget, consultants, contractors, vendors, stakeholders and in-house support departments. Travel throughout the state of CT is required. Proficiency in Microsoft Word, Excel and PowerPoint is a must. Preference will be given to those who are proficient in CAD and Microsoft Project.


Position Summary:

Lead and assist in the design budgeting, scheduling and coordination of facilities management and development projects that contribute to improved patient care, operational effectiveness, and a profitable environment. Reports to the Director of Engineering and Facilities.

Manages all efforts related to programming, planning, design, budget development, construction and activation of assigned Hartford Hospital projects under the general supervision of the Director of Engineering and Facilities Planning. The Project Manager oversees the coordination between design consultants, contractors, and key users, as well as ensures completion of the project within budget, on schedule and successfully meeting all program objectives and appropriate regulations. Acts as liaison between the users and all project participants including consultants, contractors, vendors, and outside jurisdictional agencies. Responsible for managing user-requested changes, oversees work of the project team (consultants, contractors, and other staff), and tracks project progress, costs, and other deliverables.

May be assigned responsibilities related to the overall mission of the department such as assisting in the development of policies, guidelines and standards, maintaining department records, acting as department representative on committees and professional organizations, etc.

Works effectively as a team member within the department and with customers to provide quality service to hospital units through communication, cooperation and collaboration. 

Assumes responsibility for self-improvement by identifying growth opportunities and resources. Keeps abreast of technological developments.

Scope of projects includes managing an average of 6 to 10 projects ranging in size from $10,000 to $3,000,000 or more.

Position Responsibilities:

  1. Provides leadership and supervision to assigned consultants (architects, engineers, contractors, etc.).
  2. Implements quality control measures to ensure project compliance with department, hospital policies, and government codes and regulations. Ensures conformance to these requirements by project participants.
  3. Maintains communications on a regular and timely basis, ensuring that all project participants are informed of project status, problems and required actions.
  4. Manages the review and approval process to ensure appropriate approvals of all design work from schematic studies through final construction documents and related field changes and changes in scope.
  5. Verifies that request for payments, claims and scope changes are accurate, justified and/or compliant.
  6. Utilizes project management tools to achieve project objectives.
  7. Manages the selection process and contract negotiations for consultants, contractors and vendors.
  8. Develops and manages accurate project schedules.
  9. Manages, controls and tracks project budgets. 
  10. Manages the User Change Request process with design consultants, contractors, vendor, and other project participants.
  11. Demonstrates the ability to consistently perform assignments on time and participates in department meetings.
  12. Demonstrates effective planning by anticipating problems and resolving them before they adversely impact projects; sets appropriate priorities to achieve desired outcomes.
  13. Initiates appropriate action in urgent situations by adjusting priorities to address immediate issues.
  14. Demonstrates eagerness to meet or exceed project and department expectations for work performance.
  15. Complies with hospital guidelines and standards and all appropriate government codes and regulations; ensures project compliance with Joint Commission interim life safety standards.
  16. Ensures project compliance with hospital infection control procedures; ensures that design standards are maintained
  17. Maintains accurate, coherent, timely and auditable project records/files in accordance with project and department procedures
  18. Demonstrates ability to work with any customer/client or vendor regardless of race, gender, sexual orientation, religious or cultural beliefs

Reports To: Director of Facility Planning/Construction

External Responsibilities: Provides leadership and supervision to assigned consultants (architects, engineers, contractors, etc.) on assigned projects.


Education: Bachelor’s degree with project management experience is required. Bachelor’s degree in engineering or design is preferred.

Experience: Minimum five (5) years of progressively responsible experience, preferably in healthcare sector. 

Licensure, Certification, Registration: Project Management or Construction Management certification a plus

Knowledge, Skills and Ability Requirements:
  • Ability to budget, make financial projections and write reports
  • Ability to review and execute project in conformance to contract
  • Ability to ensure project compliance with hospital infection control procedures
  • Ability to establish and maintain effective relationships with widely diverse groups, including individuals at all levels both within and outside the organization and gain their cooperation
  • Ability to handle potentially sensitive situations by applying consultative skills in working with internal and external constituent groups
  • Ability to plan, organize, motivate, mentor, direct and evaluate the work of others Ability to prioritize work by making informed judgments and to develop solutions for complex problem.
  • Strong communication and presentation skills
  • Knowledge of CAD/Revit system, Microsoft Office suite, and construction administration.
  • Knowledge of local, state and federal regulatory requirements related to areas of functional responsibility
  • Knowledge of technical, professional and business concepts and practices in the fields of healthcare delivery, architecture, and construction, and the building design process
