Job Summary

Under the direction of the Administrative Director of the Department of Psychiatry, the Behavioral Health Business Unit Manager works collaboratively with the Managers of Inpatient Behavioral Health, Adult Ambulatory, Child Ambulatory, and Crisis Intervention to support the delivery of high quality patient care and programs while assuring the strong and sustainable fiscal health of the Department.

Job Responsibilities

  1. Oversees the Daily Operations of Psychiatry Practice Offices/IP Unit Clerks
    1. Manages the Office Coordinators and Unit Clerk
    2. Manages employees of all offices including recruitment, hiring, performance appraisal and employee engagement activities
    3. Ensures efficient operations of practices related to patient registration, patient flow, charging for services, phone call management, and the patient experience
  2. Responsible for Managing all Quality & Data Reporting for the Department for all CHH/BHN
    1. Prepares and presents Department and Unit Level fiscal/quality dashboards
    2. Supports all data/quality reporting requirements for the department for CHH, BHN and all program contracts
    3. Generates data reports and analysis as requested for grant applications and program analysis
  3. Responsible for Monitoring and Assuring the Fiscal Integrity of all Department Units
    1. Acquires and maintains expert knowledge base of behavioral health charging and billing practices through interactions with BHN fiscal, behavioral health/non-profit trade groups and transmits this information to CHH CFO and Administrative Director
    2. Monitors unit level charging/accounts payable for patient services and recommends improvements/corrective work to unit Mangers and Office Coordinators
    3. Works with the BHN/SSO on Behavioral Health Managed Care Contracts
    4. Active liaison between Department and CHH/BHN CFO’s and CHH Billing/Fiscal department/CHH IT to assure collaborative efforts to maximize revenue for billed services.
  4. Leadership / Strategic Planning /CHH, BHN, SSO Fiscal Liaison
    1. Serves as member of the Department management team that is responsible for strategic planning, program growth and meeting Annual Improvement Plan goals and objectives
    2. Participates in department level decision-making related to employee engagement, patient experience, development of policy and procedures and regulatory compliance work including DPH and The Joint Commission
    3. Completes Department and Unit Level Special Projects as assigned
    4. Services on Hospital and BHN Committees
    5. Integrates department fiscal and business operations with CHH, BHN, and SSO counterparts
    6. Directly provides/delegates administrative support for the Administrative Director and Unit Managers
    7. Models and upholds HHC and CHH core values of Caring, Equity, Excellence, Integrity, and Safety during all interactions
  5. Performs and/or Delegates/Manages All Supply, Equipment Purchasing, and Employee Reimbursement  for the Department
    1. Develops and maintains inventory control and purchasing processes to assure units have uninterrupted patient care services
    2. Works closely worth the SSO/CHH CFO to assure all purchase contracts and purchasing is in alignment with HHC fiscal guidelines
    3. Identifies and implements cost saving measures related to equipment/supplies
  6. Management of the Budget for all Department of Psychiatry Units
    1. Develops and submits Department Budget to CFO/Administrative Director on an annual basis
    2. Submits unit level budget analysis/projections on a monthly basis
    3. Fiscal Management of Federal, State, and Foundation Grant Funded Contracts
  7. Manages the physical plant, IT/Communication System, Maintenance & Repair of all Department Units
    1. Works closely with the Director of Facilities/EVS to assure unit needs are met on a timely basis
    2. Works closely with IT/Communications to maintain all computer/equipment needs of the department
    3. Identified and proposes capital improvement projects for the department
    4. Manages building and external vendor contracts in collaboration with the Administrative Director

Qualifications

Qualifications

  • Bachelor’s degree in business administration or comparable work related experience
  • Master’s degree in Business Administration or related field is required with an emphasis in Healthcare Administration preferred
  • Five years of experience in a healthcare environment; three years of experience in managing staff and experienced in change management and formally trained in project management disciplines
  • Two years of experience in Healthcare Administration is preferred
  • Experience with developing and managing department level budgets is preferred
  • Knowledge of healthcare/behavioral health reimbursement processes is preferred
